Call for Consultancy: Midterm Review (MTR) of Oxfam Country Strategy (OCS) Oxfam in Solomon Islands (OiSI)

Job Description:
Oxfam in the Solomon Islands is calling for expressions of interest from independent consultants/ contractors to support OiSI team to review and reflect on progress and gaps in achieving external and internal change goals, context, partnership and leadership capacity and to revise the country strategy, this include:-  
  1. A participatory country strategy review workshop and a brief workshop report outlining the process findings and recommendations (maximum 6-7 pages, excluding annexes).
  2. A revised country strategy, including, but not necessarily limited to:
  • An updated contextual analysis
  • A summary of Oxfam’s added value and role
  • A series of overarching influencing priorities for the country programme. Including a power analysis/stakeholder analysis[1]
  • A cohesive Theory of Change (ToC) for the country programme and each of its change goals
  • Oxfam’s commitments towards enhancing local partner capacity 
  • Alignment with Oxfam International (OI) change goals and Oxfam in Pacific (OiP) regional strategy and Oxfam 2020


[1] Some progress towards this objective has already been completed, for example OiSI developed an EVAW Influencing Strategy in 2017 and a number of influencing priorities have been articulated in a newly funded social accountability project managed by the Active Citizenship team.
    Criteria:
    Expected Profile of the Review Consultant.
    The prospective consultant(s) should have an appropriate balance of management and technical skills in conducting an assignment of this nature.

    The consultant is expected to hold the following qualifications to be eligible for this piece of work:
    • A recognised university degree in social development, NGO Management or related social science (at a minimum of Masters Level) or the equivalent in field experience
    • Sound knowledge on rights based development, program designing and strategic planning and aid effectiveness
    • Knowledge of the Pacific region (experience working in Solomon Islands would be an advantage)
    • A track record of successful consultancies of a similar nature task
    •  Minimum of five years’ experience in the development sector
    • A demonstrated high level of professionalism and an ability to work independently
    • Excellent interpersonal, facilitation and communication skills, with the ability to deliver engaging and participatory group activities
    • High proficiency in written and spoken English.

      How To Apply:
      Anyone interested in conducting this work must include in their application a technical and financial proposal which includes the following:
      1. A cover letter (1 page maximum) that briefly outlines the consultant’s skills and experience and interest in the role.
      2. A technical proposal (2 pages maximum) that outlines their approach to the assignment (including methodology) and how they will complete the assignment (work plan).
      3. A financial proposal in Solomon Islands, Australian or United State dollars (1 page maximum) that includes the consultant’s daily rate and all other costs associated with the assignment, including travel, accommodation, printing etc.
      4. A CV for each consultant (3 pages maximum) involved in the assignment, which includes at least two professional references.
