We are looking for a Climate Advocacy Coordinator – Vanuatu Climate
Action Network to join our team based in Port Vila.
Vanuatu Climate Action Network (VCAN)
was established increase coordination on climate change adaptation policy and
practice. It provides a forum for
civil society to share knowledge about adaptation projects, approaches and
events in Vanuatu and aims to build civil society capacity and strengthen
engagement with relevant Government agencies and development partners. Through
the network, civil society plays an active role in providing inputs and views
to the climate change policy and legislation of the Vanuatu government.
The
network comprises over ten CSO members and observers, including CARE. The
network is facilitated by the VCAN Network Coordinator, based at Oxfam.
The Climate Change Advocacy Coordinator will be responsible for
supporting efforts to increase the Vanuatu Climate Action Network’s (VCAN)
capacity to conduct climate advocacy at the national and regional level.
He/ She is required to have well-developed understanding of climate
change impacts and adaptation and climate change policy frameworks. The
coordinator will use their strong policy, advocacy, capacity building and
networking skills to influence national and regional climate policy and climate
finance
This position is based in Port Vila, with travel required to other
locations within Vanuatu and in the Pacific Region.
Your major responsibilities will be varied and will
include Strategy and Leadership, Program Implementation, Budget Management and
Representation.
Key
Responsibilities:
- Will work to strengthen civil society collaboration on policy, advocacy
and community consultation on climate issues
- Strengthen members’ leadership and representation at sectoral and
regional policy forums
- Will facilitate civil society engagement in climate related national and
regional climate finance process, working with donors to ensure that climate
finance builds the resilience of vulnerable communities and promotes gender
equality.
- Will be a focal
point for collaboration between VCAN and the Pacific Islands Climate Action
Network (PICAN), who will be providing assistance to VCAN with regional climate
change policy and climate action advocacy.

Criteria:
Required qualifications and skills:
- Minimum
Bachelor’s degree in Public Policy, Environmental Science, International
Development or equivalent and/or minimum 4-5 year relevant work experience,
preferably in climate change adaptation policy and advocacy; and capacity
strengthening preferably for an International Non-Government Organisation
(INGO)
- Excellent
communication skills in Bislama and intermediate (very good) in English
- Ability to
develop relationships with a range of stakeholders, and influence change
- Proven
understanding of climate change adaptation in the Vanuatu and regional context
- Demonstrated
understanding of gender equality and a commitment to CARE’s approach and values
including ethnic diversity and cultural sensitivity
- Demonstrated
high level organisational and time management skills, including the ability to
plan and manage workflows and balance competing priorities to ensure timely
processing to meet deadlines in a complex environment
- Demonstrated
strong leadership, networking, decision making, problem solving, planning,
analytical and influencing skills
- Demonstrated
ability to take direction and to work as part of a team
- Demonstrated
honesty, maintaining confidentiality, reliable and trustworthy
- Representational
skills including developing networks and relationships with key stakeholders
- Proven
understanding of working with an International Non-Government Organisation
(INGO) and a willingness to learn about CARE, gender equality and women’s
empowerment activities
- Proven ability in managing a budget and/or cash
- Fully
conversant in Microsoft Office with knowledge in Microsoft Word, Power Point
and Excel.
