The Department of industry (DoI) is seeking the
services of an international expert to draft the National Industry Policy
2017-2022 alongside a national expert with input and direction from the
Director of the Industry. The policy will guide Industry development from 2017
and onwards.
The international expert will provide the following services over two missions:
First mission:
- Review relevant literature (preliminary list attached as Annex 1)
- Carry out necessary consultations and field investigations on Efate, Santo, Malekula, and Tanna
- Based on the situational analysis, further input from the workshop and discussions with the Director of Industry, draft a concept note for the policy. The policy should include, but not necessarily be limited to:
- An overview of the economy and the industrial sector in Vanuatu
- An assessment of the policy linkages to other relevant sectors to ensure maximum impact in the implementation of the policy
- Strategies to address barriers to further industrial development identified in the situational analysis study
- Identify how the Department of Industry should be organized and work with other Government Agencies and private sector stakeholders in order to effectively implement the policy recommendations
- Identify how the implementation of the policy will be monitored
- Identify means by which the Department of Industry, the Ministry of Tourism, Trade, Commerce and Ni-Vanuatu Business (MTTCNVB) and donor partners can fund the projects to implement the policy.
The concept note should include a preliminary outline
of the thematic areas to be covered in the different chapters/parts of the
policy.
After the completion of the draft concept note the national consultant will
provide the following services:
- Consult all stakeholders on the content of the concept note and if necessary make changes to the original draft
- Validate the concept note with stakeholders.
- Prepare the first draft of the NIP 2017-2022 and a priority action matrix for implementing the policy
- Prepare necessary material for workshop on the draft policy, and, together with the national consultant, support the Director in presenting the draft NIP to a workshop of stakeholders for further input
- Incorporate relevant comments from stakeholders in the workshop in order to finalize the NIP
- Review the draft corporate plan prepared by the national consultant and provide recommendations for redrafting and finalization
- Prepare materials for validation workshop on the policy for presentation by the Director of Industry
- Incorporate inputs from the validation workshop and
- Submit final version of the NIP to the Director of Industry.
The ORCBDS estimates that the above tasks will require 60 working days over two missions starting in September 2016 (or when the contract is signed) through December, 2016.
Criteria:
Education
- An advanced degree in economics, industrial development or other relevant field
Experience
- Working experience on the topic of industrial and private sector development in a small island developing country is a strict requirement
- A minimum of 5 years of experience in government planning, with demonstrated competency in policy drafting and policy implementation
- Excellent analytical and communication skills
- Experience in stakeholder dialogue with private and public sector at various levels
- Experience drafting an industry policy for a small island economy would be a strong advantage
- Experience drafting an industry policy for a small island economy would be a strong advantage
- Working experience in Vanuatu or other Pacific Island countries would be a strong advantage.
