CARE is an international humanitarian and development organisation

The position will manage the finance function for the
CARE International programme in Vanuatu and will ensure that all appropriate
finance systems, policies and procedures are in place and in line with CARE
International and donor requirements.
Major responsibilities will include Compliance,
Accounting, Treasury, Budgeting, Reporting, Staff and Partner Capacity
Building.
Key Responsibilities:
- Ensuring
1) adherence to CARE, donor (Australian aid, USG, EU, UN, DFID etc) and
government policies, procedures, regulations and Legislation 2) Develop corrective
action plans to address audit findings
- Providing
1) consistent and constructive support to other departments to ensure
compliance with policies and procedures 2) Identify and share information on
any areas of non-compliance
- Managing
all aspects of the day to day finance function for CARE Vanuatu
- Assist in the implementation of finance policies,
procedures and systems in all field offices
- Act as focal point with CARE Australia Canberra Office
and other donors in all finance related matters
- Ensuring all government regulations related to
finance is timely complied (VNPF, Insurance Policies etc)
- Lead the preparation of annual Operating and Donor budget
including reports
- Review and lead meetings to discuss Budget Versus
Actual expenditures for all projects
- Lead the financial capacity building of staff and
partners
- Conduct regular financial monitoring to project
offices and partners.

Criteria:
Required qualifications and
skills:
- Bachelor's Degree in Accounting or
Commerce/Economics or qualified by experience with demonstrable plans to
achieve professional qualification
- Familiarity with use of Microsoft office and excel
- Knowledge of relevant Vanuatu laws
- High level of personal integrity and honesty
- Strong financial management, human resource, and administration
skills
- Demonstrate sensitivity to gender issues and
different cultural environments
- Demonstrate a high level of communication skills,
interpersonal skills, and patience
- Commitment to development principles and CARE
values
- Advanced written and verbal English language
skills.
