The Ministry of Agriculture, Livestock, Forestry,
Fisheries and Biosecurity (MALFFB) within the Project Management Unit will
engage a short-term Seed Policy Consultant for the development of a ‘Seed
Policy’ to guide the management and distribution of seeds and planting
materials to Agriculture and Forestry farmers throughout the country. This will
ensure that importation of seeds into Vanuatu particularly during disaster
period is greatly facilitated through the relevant seed policy/bio-security
laws.
Scope
The Seed Policy Consultant will work directly with the Department of
Agriculture and Rural Development, the Department of Forests, and the
Department of Bio-security.
Tasks and Responsibilities
- Assist DARD and DoF to develop a policy for the safe importation of proven
overseas viable seeds
- Review existing Vanuatu seed policy laws and incorporate appropriate parts into
the draft seed importation policy
- Incorporate existing know-how to imported seed trailed at DARD, DoF and other
local entities into the draft policy
- Ensure that the bio-security laws governing importation of seeds from other
countries and that of Vanuatu are fully reflected in the draft policy
- Ensure linkages between the draft policy and that of importing countries
- Carry out any other duties relevant to the drafting of the seed policy as
requested by DARD and DoF.
Criteria:
- Master’s Degree in Agriculture Science with
specialization in drafting agriculture related policies and/or laws/acts
- At least 5 years' experience in drafting policies and/or laws/Acts related to
agriculture development with at least 2 years' experience in developing countries
- Previous experience in the Pacific region is an asset
- Good understanding of Vanuatu context and countries that can supply tropical
seeds to Vanuatu
- Demonstrated ability to work in a multi-sector team and to interact with
partners of different back ground (communities, provincial authorities, NGO’s,
private sector, government agencies)
- Ability to communicate effectively in English and/or French. Bislama is an
advantage.
