The Trade Development Division in the Ministry
of Tourism, Trade, Commerce and Ni-Vanuatu Business (MTTCNVB) is seeking a
consultant to provide the following services: quality review of key policy
initiatives under the Ministry; support in the preparation of the National
Trade Development Committee Meeting (NTDC) through added capacity to review the
NTDC issue papers; and drafting of key documents to secure support for
Aid-for-Trade projects. The contract will be over a 12 month period and cover
several specific assignments up to a total of 50 working-days, of which 15
working-days of which will relate to work to be done in Port Vila, Vanuatu.
A suitable candidate must satisfy the following criteria for qualifications, experience and technical skills.
Criteria:
- A minimum of a Master’s degree in public administration, economics, management
or a relevant discipline
- At least 2 years of experience in trade-related policy-making and formulation
of aid-for-trade project proposal
- Experience of drafting and reviewing issue papers for the National Trade
Development Committee (NTDC)
- Knowledge of Vanuatu’s policy environment and trade context relevant to the reviews
and redrafting of the Vanuatu Trade Policy Framework, the National Industry
Policy, and the National Cooperative Policy.
- Knowledge of the background and recommendation for establishing an effective
national architecture dealing with sanitary and phytosanitary (SPS) and
technical barriers to trade (TBT) in Vanuatu
- Specific technical knowledge of the Single Window project to be implemented by
Vanuatu’s Department of Customs and Inland Revenue.
