Job Description:

The Department of Energy within the Ministry of Climate Change and Natural Disaster is seeking a consultant to undertake the services of an Independent Verification Agent (IVA) to work alongside the Senior IVA and support the Department of Energy (DoE) in the verification of products, vendors and subsidy claims under the Vanuatu Rural Electrification Project (VREP). The duration of the assignment is expected to be five (5) years while the consultant will be engaged on annual contracts, commencing in November 2015, and will be subject to satisfactory performance. He/She shall report directly to the Senior IVA in the DoE. The consultant shall have the following below qualifications. Criteria: Tertiary qualification in the areas of business administration, finance/economics, engineering, environment or any related discipline Minimum of at at least 2 years experience in any of the relevant sectors: of Infrastructure, Finance/Buisness & Statistics. Experience in the Energy sector would be an advantage Must be willing to travel to the outer islands for physical inspections Must have excellent report writing skills and able to write concise reports Must have good inter-personnel skills Must be computer literate with professional skills in using MS Office application tools (eg. MS Word. Powerpoint, excel, etc); and Must be fluent in English and Bislama and a working knowledge of French is an advantage.
