TRR is seeking a Market Monitoring Competition
and Economic Officer to lead, and coordinate our regulatory market competition
responsibilities in the Telecommunications/ICT sector. The role includes:
- Understand and conduct analysis of Telecommunications/ICT economic, accounting
and statistical aspects of competitive issues
- Understand tariff regulation and compliance issues in the Telecommunications
Sector
- Understand, carry out and report on market analysis
- Understand, conduct analysis and report on access and inter-operator disputes
and cases
- Understand, conduct analysis and report on Tariff schemes & changes
- Understand, conduct analysis and report on Universal Access and Universal services
Fund and Policy issues
- Understand, conduct analysis and report on Strategic Market modelling
- Understand, monitor and report on market dominance and other ICT market
developments
- Understand, conduct analysis and report on changing market dynamics and market
trends
- Understand, conduct analysis and report on the overall market and competition
activities in the telecommunications/market industry
- Coordinate and provide key support on universal access issues and objectives
- Understand, report on and assist with anti-competitive behaviours claim
- Coordinate, understand, conduct analysis and report on Vanuatu’s ICT statistics.
In particular, the Market Monitoring, Competition and Economic Officer will
provide support in the coordination of the market competition and economic matters
that will lead to promote national and social economic development.
Criteria:
Applicants must have the following combination
of qualification and experience:
- A degree in a relevant discipline, particularly Economics, and 3 or more years
of relevant Telecoms and ICT experience; particularly in market competition and
economic matters, or an equivalent combination of education and experience
- Proven background and experience in market competition and economic matters and
analysis of these markets
- A sound understanding of telecommunications technologies and particularly, how
they relate to and are used by consumers in Vanuatu
- Demonstrated knowledge and understanding of market competition and economic
issues and telecommunications and ICT issues, including universal access and
universal service provision in the Pacific and ideally Vanuatu
- Sound project coordination and management skills
- Strong demonstrative knowledge and skills on market competition enforcement and
compliance
- Experience in commercial roles and understand the marketing advertisements
publications
- Excellent, high-level written and oral communication skills in English. French
and Bislama is highly desirable
- High-level computing competence in Word, Excel, PowerPoint, Project
- Proven experience in operating in challenging institutional environments.

- Proven ability to lead communication and PR programs
- Excellent written and spoken communication skills in English. French and
Bislama communications skills highly desirable
- Computing competence in Word, Excel, PowerPoint, Project.
