Job Description:


The Finance Coordinator will manage the field finance function for the CARE International programme in Tanna. This position will ensure that all appropriate finance systems, policies and procedures are in place and in line with CARE International and donor requirements.

OVERALL RESPONSIBILITIES
Compliance:
  • Ensure adherence to CARE policies and procedures
  • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.
  • Promptly inform the Emergency Field Manager and Port Vila Finance Manager of any areas of concern of potential or suspected violations of policies and procedures.
  • Ensure there are no negative audit observations/findings related to Finance.  If required, corrective actions plans are developed & implemented to address audit findings.
  • Ensure that all CARE Vanuatu practices are compliant with global CARE and donor policies (Australian aid, USG, EU, UN, DFID etc), Vanuatu Government regulations and legislation. 
Accounting:
  • Managing all aspects of the day to day finance function for CARE Tanna.
  • Assist in the implementation of finance policies, procedures and systems.
  • Ensure compliance with CARE policies and procedures.
  • Review all cash and bank expenditure FINSUNs for accuracy and completeness before sending files to Port Vila for uploading.
  • FINSUNs to be sent to Port Vila by the 5th of each month.
  • Preparation of monthly journal entries to be uploaded into SUNSystem.
  • Ensure all outstanding staff advances are cleared within five days of returning to work location
  • Conduct regular timesheets audit to ensure consistent adherence to timesheet policy.
Treasury:
  • Review all payment documents to ensure completeness, accuracy and compliance with all CARE and donor regulations.
  • Work closely with the Tanna Finance Officer ensuring all payments are made in a timely manner.
  • Verify all weekly and monthly cash counts conducted by the Tanna Finance Officer.
  • Review monthly cash and bank reconciliations for CARE Tanna before sending to Port Vila Finance Manager.
  • Liaison with bank on all banking issues.
  • Responsible for processing all online banking transfers.
  • Responsible to ensure all cash transfers to Tanna are processed by Port Vila in a timely manner.
  • Prepare and consolidate cash projections from all CARE Tanna programs and send to Port Vila Finance Manager on weekly basis.
  • Ensure all CARE Tanna local insurance policies are updated and paid when due.
  • Assist Port Vila Finance Manager with preparation of fortnightly Tanna payroll and monthly VNPF contributions for national staff.
Budgeting/Grant Management:
  • Preparation of Tanna office costs for inclusion in all grant budgets.
  • Assist Tanna project staff with developing of all program budgets.
  • Review of all monthly Budget V Actual reports.
  • Hold monthly BvA meetings with program and operations staff and report action points to Port Vila Finance Manager and Grants Coordinator.
Staff Training:
  • Build the capacity of Tanna Finance Officer by first assessing capacity and then developing training sessions to help meet those gaps in knowledge. 
  • Provide training to program staff on finance and budgeting processes at least three times a year.
  • Assist project staff in understanding and complying with donor contractual requirements and project office procedures.
  • Conduct finance orientation for all new Tanna staff.
Sub Grant/Partner Management:
  • Provide financial capacity building to partner organisations as required.
  • Review and reconcile all sub grant financial reports and prepare journal voucher to record sub grant expenses in SUNSystem.
  • Conduct periodic financial monitoring of all partners with on-site visit schedules agreed to by partners.
Other Duties
  • Foster strong communication between operations and programmes teams and uphold high standards of honesty and integrity in personal conduct.
  • Promote a safe and secure work environment; foster a culture of safety and security awareness; and ensure consistent application of, and compliance with, CARE International in Vanuatu Safety and Security policies and procedures.
  • Demonstrate a commitment to gender equity and diversity and CARE’s child protection policies.
  • Any other duties as requested by the Team Leader – Program Support.
Criteria:
  • Bachelors Degree in Accounting or Commerce/Economics or qualified by experience with demonstrable plans to achieve professional qualification.
  • Familiarity with use of Microsoft office and excel
  • Knowledge of relevant Vanuatu laws.
  • High level of personal integrity and honesty
  • Strong financial management, human resource, and administration skills.
  • Demonstrate sensitivity to gender issues and different cultural environments.
  • Demonstrate a high level of communication skills, interpersonal skills, and patience,
  • Commitment to development principles and CARE values.
  • Advanced written and verbal English language skills.
