CARE has been
working in Vanuatu since 2008 and has an established CARE Project Office (CARE
International Vanuatu) in the capital of Port Vila with our projects
implemented primarily in Tafea Province. The current project focus is on
Resilience and Women’s Empowerment. As a
member of the CARE Vanuatu team, the Field Coordinator will supervise the Tanna
team in the planning and implementation of program activities. Current program
focus is on disaster risk reduction and community based adaptation (to climate
change). CARE is also planning further programming in the area of women’s
empowerment. The Field Coordinator is required to have well developed
management skills, disaster risk reduction (DRR) and climate change adaptation
knowledge, as well as a good understanding of project cycle management and
gender.
Duties
- Manage field officers to ensure the effective and
efficient implementation of project field activities according to the activity
plans and budgets
- Ensure CARE’s Programming Principles, in particular
gender and rights-based approaches, are applied into project implementation
activities.
- Provide trainings on DRR concepts, climate change,
food security and gender
- Coordinate with government officials and other
stakeholders for shared activities in Tafea province
- Strengthen relations with relevant Government
authorities, other international organizations and non-government organizations
working in the same geographic area
- Ensure good communication, coordination and
information sharing with and between all CARE key staff.
- Coordinate with the Monitoring and Evaluation
Officer to ensure collection of relevant data and information needed to ensure
the proper application of the monitoring system objectives.
- Participate in the review of objectives, outcomes,
indicators and budgets to ensure they are appropriate and realistic
- Provide the CARE Program Manager with accurate and
up-to-date advice on developments and challenges, and share any necessary
recommendations for better action.
- Ensure that regular report activities are submitted
to the Program Manager.
- Ensure an effective computerized and paper filing
system according to the filing system procedures and undertake regular backup
of all the files.
- Provide quality support during donor monitoring and
senior management visits as well as consultant/technical support visits to the
field site as required.
- Ensure that lessons learnt are being documented to
maximize the impact of CARE’s current or future projects.
- Ensure consistent
application of, and compliance with, CARE Vanuatu safety and security policies
and procedures
- To perform any other task as required by the
Program Manager

Criteria:
- University degree or diploma related to this
position (development studies, humanitarian program management, natural
sciences )
- Minimum of 3 years working experience that includes
field based community development activities, preferably for an international
non-governmental organization (INGOs)
- Demonstrated ability to manage staff and experience in capacity building
and skills-transfer to local organizations.
- Demonstrated understanding of gender equality and
women’s empowerment and a commitment to CARE’s approach and values including
ethnic diversity and cultural sensitivity.
- Well developed oral and written communication
skills
- A well developed understanding of disaster risk
reduction and climate change adaptation in the Vanuatu context
- Representational skills including experience
developing networks and relationships with government, civil society and other
stakeholders
- Proficient
IT skills in Word, excel, PowerPoint, outlook
