Job Description: |
The Department of Energy within the Ministry of Climate Change and Natural Disaster is now seeking for a Consultant to undertake the services of a Program Manager for the Vanuatu Rural Electrification Project. The objective of the VREP is to increase access to electricity services to consumers in Vanuatu who do not currently have access. There are currently three broad investment programs supported by the World Bank to support the access, renewable energy and energy security targets set out in the NERM. The Program Manager's role will assume the overall responsibility for World Bank supported electrification projects in Vanuatu with regards to the overall planning, development and implementation, and to ensure that all activities under the projects are delivered with due attention to economy, efficiency, fairness and transparency and in compliance with agreed World Bank guidelines and procedures under the guidance and direction of the Director of Energy. The Consultant Assignment is for two (2) years and commencing in May 2015 with potential for extension for further period of 2 years subject to satisfactory performance. He/She shall report directly to the Director of Energy. The Consultant shall have the following qualifications below.

1. A Master's degree with at least 10 years of professional experience in planning, negotiating, managing, implementing and reviewing projects. Experience with projects implemented through development partners will highly regarded.
2. Experience with preparation of rural electrification projects in developing countries in particular with the delivery of systems to suit remote rural community with the involvement of private sector is essential. 3. A track record in leadership, management and capacity building, stakeholder relationship management with the Government, government departments, private sector utilities, and consumers and in public administration is essential. 4. Through understanding of the electricity industry in Vanuatu, especially electricity law and regulation, governance, economics, technical and financial issues; including detailed knowledge of licensing/concessions, dispute resolution, competition issues, safety and reliability standards, tariffs, consumer protection and contract administration is essential. 5. Knowledge and experience in Government of Vanuatu's policies, planning and budgeting process is essential and knowledge of the World Bank/other development partners' policies and procedures will be highly regarded. 6. Fluency (written and spoken) in English, and working knowledge of French and Bislama is highly desirable. |
