Job Description:
The Public Works Department (PWD) wishes to recruit a high quality engagement professional to guide the development of it's decentralization strategy, to build strategic partnerships with Provincial Authorities and communities in delivering infrastructure solutions for the islands focussing on the work roads. This initiative is supported by the Roads for Development Program (R4D) a long-term partnership between the Governments of Vanuatu (GoV) and Australia (GoA). R4D phase 2 will support the Ministry of Infrastructure and Public Utilities and PWD in institutional strengthening and to improve rehabilitation and maintenance of road transport infrastructure in the provinces.
The Senior Community Partnership Officer (CPO) will lead the PWD in implementing community/stakeholders and social issues consultations with associated communities regarding road works. An important initiative of this work is to development a national community - based contracting framework to engage community groups in assisting with preventative maintenance of roads and infrastructure assets. The Senior CPO will also responsible building awareness and capacity of social safeguards practice and compliance within the program and the Ministry's policies and strategies. In addition, the position will assist with the development of information collection systems at the community level for general data collection for monitoring and evaluation.

Criteria:
- Tertiary qualifications in Social Work, Community or Administration;
- Extensive experience in the three (3) discipline areas of social issues, community development and local administration;
- Understanding of GoV environmental safety regulations and guidelines and GoA environmental safety regulations and guidelines (desirable);
- Ni-Vanuatu citizen with strong general Vanuatu cultural knowledge;
- Ability to communicate in Bislama and English (Verbal and written). French an advantage;
- Excellent interpersonal skills
- Highly motivated team player and problem solver.
Salary:
Annual Salary will be in the range of So. 5.0 of the PSC Salary Scale.
