| | 1.1 Knowledge and experience in project management, financial management and organizational management including proposal and report writing, monitoring and evaluation. |
| | 1.2 Knowledge and experience in leadership and development issues in Vanuatu and the region and commitment to promoting good leadership practice. |
| | 1.3 Knowledge and experience in gender and development issues and commitment to promoting good gender practice. |
| | 1.4 Understanding of organizational development processes particularly in relation to training, capacity building, mentoring, and skills transfer. |
