| | Job Description: |
| | The Department of Energy within the Ministry of Climate Change and Natural Diaster wishes to recruit an Independent Verification Agent (IVA) for the Global Partnership On Output Based Aid (GPOBA) Improved Electricity Access Project. |

| | The objectives of the IVA are to; |
| | |
| | i) verify that the pre-agreed outputs as defined in Project Operations Mannual (POM) have been physically delivered and properly documented; |
| | ii) prepare the Output Verification Report (OVR) and reports on the key performance indicators (Results Framework) as set out in the POM; |
| | iii) review cost ofd service connections and household wiring and recommend reimbursement of GPOBA subsidy to the servicees providers by the Department of Energy; |
| | iv) assist in the Procurement and/or Financial Management Processes of the GPOBA and other World Bank Energy Projects; |
| | v) Undertake any other activities in relation to the GPOBA of other projects as required by the Director of Energy. |

| | The IVA must meet the minimum qualifications: |
| | Criteria: |
| | - Tertiary qualification in the area of business administration, finance/economics, engineering, environment or any related discipline; |
| | - Minimum 10 years of relevant experience in the energy sector other infrastructure sector; |
| | - Must be fluent in English and Bislama and working knowledge of Bislama and French is an advantage; |
| | - Must be willing to travel to outer islands of Malekula, Santo and Tanna. |
| | - Must have good inter-personnnel skills; |
| | - Must be a good computer literate with professional skills in using MS Office application tools (e.g MS Word, Powerpoint, excel etc..) |
| | - Must have excellent report writing skills. |
