| | - Demonstrate capacity to review and develop policy; Ability to understand legislative requirments and implement effective processes to conform to these requirments |
| | - Good investigation skills; Ability to draft and produce reports |
| | - Effective communication skills; Is of good character |
| | - Fluent in either English and/or French and Bislama. |
