| | Roughton International Ltd in association with Qualao Consultants Ltd have been indentified after a strict evaluation process as the consultants that are expected to provide project management services to the Government of Vanuatu for the proposed inter Island Shipping Support Project. Qualao Consulting requires the services of a project Accountant |
| | to assist with the financial management of the project. The person selected will be engaged on a contract basis for an anticipated duration of 4 years. |

| | Duties and responsibilities: |
| | 1) Provision of the necessary accounting services to ensure effective project administration |
| | 2) The establishment and administration of a financial management system for the project in accordance with Government of Vanuatu financial regulations and relevant ADB guidelines concerning administration of disbursements, imprest account replenishment, submission of withdrawal applications, and arrangement of direct payments to |
| | contractors |
| | 3) Management and facilitation of the timely disbursement of project funds in accordance with ADB's loan Disbursement handbook |
| | 4) Regular reporting on the project accounts |
| | 5) Preparation of project financial statements for presentation to auditors and assisting the audit process |
| | 6) Ensuring the financial covenants under project are being compiled with |
| | 7) Assisting the project manager with all financial matters pertaining to the project. |
| | Criteria: |
| | - Have a tertiary qualification in accounting or related fields |
| | - A minimum of five years overall working experience in accounting |
| | - Preferably three years experience working on development or capital investment projects |
| | - Previous experience on projects using Asian Development Bank guidelines and procedures would be advantage. |
