| The Government of Vanuatu is implementing the Support to Non State Actors and Community based Organizations III (NSA III) programme, funded by the European Union and is seeking to recruit for the position mentioned. The PMU staffs will be employed directly by the Government of Vanuatu represented by the National Authorizing Officer. All claims |

| Within the Project Management Unit, he/she will have the responsibility for: |
| 1) The management of the relations with the Non-State Actors, mapping of the stakeholders as well as capacity and needs assessment |
| 2) He/she will work in close collaboration with all the project’s stakeholders, including government’s representative at provincial level |
| 3) He/she will contribute to the draft operational report as requested by the Supervisors and by the EDF Guidelines on the Management of Programme Estimates |
| 4) Regular field visits throughout Vanuatu will be required. |
| Interested applicant must possess the following: |
| Criteria: |
| - The Project Implementation Expert must hold a University Degree (or similar institution), or the equivalent professional experience of minimum of 6 years; A minimum of 10 years relevant |
| professional experience working with civil society organizations as well as grass roots organizations is required |
| - The candidate must have proven experience on capacity development programmes for NSAs, including capacity and needs assessment, as well as advocacy and governance programmes; Experience in |
| management donors' project funds and facilitation relations NSAs, government, community development initiative in the field is needed |
| - Proficient in English and French will be an asset; Ability to produce policy reports and documents efficiently and accurately, in both English and French, must be proficient in spoken Bislama; An in- |
| depth knowledge of Vanuatu and current status of communities throughout the country is required |
| - Computer skills across the range of current software (esp. Excel, Words and Power Point) and proven experience with database development (Access or other); An in-depth knowledge of Vanuatu |
| context and current status of communities as well as civil society landscape throughout the country is required |
| - Proven experience on gender equality by previous involvement in projects or related studies. |
