| | - Advanced degree in civil or environmental engineering |
| | - Minimum 7 years of experience in infrastructure design and construction in developing countries; Experience in climate change programming preferred |
| | - Experience working in Southeast Asia, Pacific Islands preferred |
| | - Ability to manage multiple project sites simultaneously, working both independently and in a team; Strong interpersonal skills |
| | - Demonstrated leadership, versatility, and integrity; Fluency in English and at least one Pacific Island language required. |
