| | Duties and responsibilities; |
| | Reporting directly to the Chief Executive Officer (CEO), this person will assist the URA in evaluating the financial performance of water and electricity utilities and making financial projections for individual utilities in the electricity and water sector evelop appropriate financial targets for utilities and identifying opportunities for performance |
| | improvements. Assist with the economic regulations of water and electricity utilities, including determination appropriate tariff structures and levels and providing advice to the Government of Vanuatu. |

| | Criteria: |
| | - Tertiary qualifications in Accounting, Business and/ or economics; Good understanding of the principals and practice of utility regulations, including tariff determination; |
| | - Understanding of economic, financial and accounting issues relevant to the provision of public utility services; |
| | - Experience in managing projects and application of project management and processes; Thorough familiarity with the use of computers in financial and economic analyses; |
| | - Superior report writing skills; Ability to prepare and present information clearly and concisely, orally and in writing; |
| | - Ability to work both independently and within a team. |
