| | 1) Reporting directly to the Chief Executive Officer (CEO) |
| | 2) This person will assist the URA in evaluating the financial performance of water and electricity utilities and making financial projections for individual utilities in the electricity and water sectors |
| | 3) Develop appropriate financial targets for utilities and identifying opportunities for performance improvements |
| | 4) Assist with the economic regulation of water and electricity utilities, including determining appropriate tariff structures and levels and providing advice to the Government of Vanuatu. |

| | - Tertiary qualifications in Accounting, Business and/or Economics; Good understanding of the principles and practice of utility regulation, including tariff determination; Understanding of economic, |
| | financial and accounting issues relevant to the provision of public utility services; Experience in managing projects and application of project management principles and processes |
| | - Thorough familiarity with the use of computers in financial and economic analyses; Superior report-writing skills; Ability to prepare and present information clearly and concisely, orally and in |
| | writing; Ability to work both independently and within a team. |
