| The government of growth (GfG) program is a joint initiative of the government of vanuatu and australia which aims to support the vanuatu government in addressing obstacles to economic growth and services delivery. In the power sector, GfG is aiming to expand access to safe and reliable energy services for men and women across vanuatu. With support from the |
| GfG program, the government’s energy unit is developing an investment program, known as the vanuatu energy for rural development (VERD) program which aims to expend access to power to rural areas of vanuatu. The assignment is of a period of up to 40 work days(8 weeks), with an anticipated commencement date in july 2010, It is expected that the expert will |
| spend at minimum 20 work days(4 weeks), working in-situ in vanuatu during his/her engagement. Duties and responsibilities: |
| 1) Responsible for quality assuring the VERD program design document |
| 2) Writing the VERD investment program document and in developing the components of the program and the proposed approach |
| 3) Responsible for reviewing, proving critical input and structuring the proposed ideas and analysis undertaken by other members of the VERD team into a cohesive program design document which is aligned to the requirements of the government and donor agencies, and which will provide a sound basis for securing funding for the program. |
| Interested applicant must have the following requirements: |
| Criteria: |
| - More than 10 years experience leading the development of the design of international development programs for funding by bilateral and multilateral donor agencies which successfully obtained funding and |
| led to implementation of the program; Extensive experience advising and working with governments, private companies and communities in the field of international development program design and |
| implementation; Experience in the pacific and /or rural electrification is desirable but not essential |
| - Experienced in use of participatory appraisal techniques and in undertaking capacity building initiative; Must be able to read, write and speak fluently in English, bislama and french is an advantage. |
