| Job Description: |
| One senior expert is required to conduct the evaluation and formulation of General Budget Support programme in Vanuatu. Period: mid March - Mid April (20 working days). The specialist will have to have the following requirements below. |
| Full TORs are available upon request. |
| Criteria: |
| - The specialist will be an economist specialized in public finance management; Senior expert level; Excellent knowledge of EU Budget Support interventions |
| and hold at least a Masters degree |
| - Experience and tangible evidence in the planning and implementation of institutional support; Experience and tangible evidence in the management of public finances including internal and external control |
| - Excellent analytical skills of public expenditure (allocation, performance) for social sectors |
| - Good knowledge of macroeconomic issues and tools of analysis and consistency in this area; The expert will have a perfect knowledge of French or English, and a good knowledge of the other. |
| - Previous experience in the Pacific will be an asset; Eligibility: EU and ACP countries only. |
