| The Vanuatu Country Coordinating Mechanism Inc (VCCM) is a registered incorporated association under the laws of the Government of Vanuatu. Its membership includes a number of government and non-government organizations that have improved health outcomes in Vanuatu as their overall goal. The primary purpose of the VCCM at the work plan level is to |
| transparently manage donor grant funds received from the Secretariat of the Pacific Community (SPC) that are provided to Vanuatu’s Ministry of Health for the benefit of Vanuatu Malaria, Tuberculosis and HIV prevention and control programs. |

| The VCCM is seeking to employ a proactive, dynamic Senior Project Reporting Officer to build the VCCM’s capacity to report accurately, transparently to SPC on program outcomes and finances used. The position is a Port Vila based role and may include some overseas and provincial travel. |

| The primary duties and responsibilities of this position include: |
| • Project Management: Develop and manage on a day to day basis a project plan that helps to guide national HIV, tuberculosis and Malaria program managers to ensure an ongoing focus on achieving the planned outcomes from funding. |
| • Building reporting Capacity: Develop and routinely strengthen the imprest and expenditure acquittal systems of the VCCM to ensure that resources from SPC are used as transparency and efficiently as possible. |
| • Ensuring effective reporting: Coordinate the preparation of timely, high quality consolidated financial and program reports by the Ministry of Health’s HIV, tuberculosis and malaria program managers to the VCCM and SPC on a quarterly, six-monthly, and annual basis; |
| • Provide training: Develop and implement on-the-job training to help build the capacity of the Ministry of Health to report on national program outcomes internally and to external partners. For the detailed position please contact the following addresses below. |
| Criteria: |
| - Minimum of 5 years of cumulative experience in planning and implementation of projects or programs in a complex setting |
| - Proven capacity to coordinate and motivate an important team formed by women and men; Effective communication skills and ability to establish good working relationships with national and local |
| authorities and international donors and other stakeholders |
| - High moral integrity; Excellent computer skills, including Microsoft Word, Excel, and PowerPoint |
| - Sound political judgment as well as diplomacy |
| - Impartiality, discretion, and proven leadership capacity Ability to work and act under pressure and with discretion in a politically sensitive environment with a minimum of comfort; |

| The successful candidate will be paid in line with Vanuatu’s Public Service Salary Scale Os 4.2 (commensurate with experience). |
