Job Desctiption:
Grace Construction & Engineering Company is seeking a highly organized and experienced Project Controls Manager to lead and oversee all aspects of project controls for our construction projects. This critical role will be responsible for establishing, implementing, and maintaining robust project controls systems and processes to ensure projects are delivered on time, within budget, and to the required quality standards. The Project Controls Manager will work closely with project managers, superintendents, and other stakeholders, providing crucial insights and analysis to support informed decision-making and proactive risk management.
Key Responsibilities:
• Establish and Maintain Project Controls Systems: Develop, implement, and maintain comprehensive project controls procedures, guidelines, and tools for cost control, scheduling, progress measurement, change management, and risk management.
• Cost Management:
o Develop and manage project budgets, including baseline budgets and budget revisions.
o Monitor project expenditures, track commitments, and analyze cost variances.
o Prepare accurate and timely cost reports, forecasts, and cash flow projections.
o Implement and oversee cost control measures to ensure projects remain within budget.
o Conduct cost risk analysis and develop mitigation strategies.
• Schedule Management:
o Develop and maintain integrated project schedules using appropriate scheduling software (e.g., Primavera P6, Microsoft Project).
o Monitor schedule progress, identify critical path activities, and analyze schedule variances.
o Prepare accurate and timely schedule reports, forecasts, and delay analyses.
o Collaborate with project teams to develop and implement schedule recovery plans when necessary.
• Progress Measurement and Reporting:
o Establish and implement effective methods for measuring and tracking project progress.
o Prepare regular and ad-hoc project controls reports, including cost performance, schedule adherence, and earned value analysis (EVA).
o Communicate project controls information clearly and concisely to project teams and stakeholders.
• Change Management:
o Develop and implement a robust change management process.
o Track, analyze, and report on project changes, including potential cost and schedule impacts.
o Ensure proper documentation and approval of all project changes.
• Risk Management:
o Participate in the identification, assessment, and analysis of project risks and opportunities.
o Develop and maintain project risk registers and mitigation plans.
o Monitor and report on the status of project risks.
• Team Leadership and Collaboration:
o Potentially manage a team of project controls professionals (e.g., cost controllers, schedulers).
o Foster strong working relationships with project managers, superintendents, engineers, and other project stakeholders.
o Provide guidance and support to project teams on project controls best practices.
• Data Analysis and Reporting:
o Analyze project controls data to identify trends, potential issues, and areas for improvement.
o Develop and present insightful reports and dashboards to management.
• Compliance and Governance:
o Ensure project controls activities comply with company policies, procedures, and relevant industry standards.
o Participate in internal and external audits as required.
Selection Criteria:
• Minimum of 5-7 years of progressive experience in project controls within the construction industry.
• Proven experience in developing and implementing project controls systems and processes.
• Solid understanding of cost management principles, scheduling methodologies, earned value management (EVM), and risk management practices.
• Excellent analytical, problem-solving, and decision-making skills.
• Strong communication, presentation, and interpersonal skills, with the ability to effectively interact with all levels of the organization and external stakeholders.
• Ability to work independently and as part of a team in a fast-paced environment.
• Familiarity with local construction practices and regulations in Vanuatu is an advantage.
• Professional certifications such as PMP (Project Management Professional), PSP (Planning and Scheduling Professional), or CCP (Certified Cost Professional) are desirable.
