Organisation Description:
The Vanuatu National Provident Fund (VNPF) was established under the Vanuatu National Provident Fund Act [CAP 189] to provide security for workers during their working lives and into retirement.
Job Desctiption:
The primary purpose of the Manager of the Investment Division is to develop and implement effective investment strategies that maximize returns while ensuring the long-term sustainability and security of the Fund's assets. This role involves overseeing the investment portfolio, conducting market research, and managing risk to achieve optimal performance. The Manager will also lead and mentor the investment team, ensuring alignment with regulatory requirements and organizational goals, while effectively communicating investment strategies and performance to stakeholders. This position plays a vital role in safeguarding the financial interest of the Fund's members and contributing to their future security.
Selection Criteria:
Qualifications/Experience
• A Master of Business Administration (MBA) with a focus on finance or a Master's in Economics, Accounting, Finance or MBA or a related discipline is highly desirable. This advanced qualification demonstrates deeper strategic thinking and leadership capability, which is important for managing complex investment portfolios and making high-level decisions.
• Minimum of 8–10 years of relevant experience in investment management, with at least 5 years in a leadership or managerial role.
• Experience in managing institutional investment portfolios, such as those for pension funds, superannuation's, or sovereign wealth funds, is highly preferred

Oversee the investment portfolio, making decisions on asset allocation, investment selection, and performance monitoring.

Conduct thorough market research and financial analysis to identify investment opportunities and trends.
Compliance and Governance: Ensure all investment activities comply with regulatory requirements and internal policies.
• Stakeholder Engagement:
Communicate investment performance and strategies to the board, stakeholders, and members of the Fund.
• Team Leadership:
Lead and mentor the investment team, fostering a collaborative and high-performance culture.
Key Outcomes
• Outlining the find's primary objectives, such as long-term growth, income generation and capital preservation.
• Assess risk of the fund that will influence the investment considered.
• Conduct thorough analysis of economic conditions and market trends.
• Develop a diversified investment portfolio that balances risk across various asset classes to minimize the impact of poor performance in any single area.
• Provide regular updates to stakeholders on investment performance, strategy adjustments, and market conditions, ensuring transparency and alignment with the fund's objectives.
• Determine the long-term distribution of the portfolio across various asset classes (e.g., equities, bonds, real estate, cash) based on the fund's investment strategy, risk tolerance, and return objectives.
• Continuously monitor the performance of the portfolio against established benchmarks and performance metrics. This helps assess whether the portfolio is meeting its return objectives.
• Perform performance attribution to identify which investments contributed positively or negatively to overall performance. This analysis can inform future investment decisions and strategy adjustments.
• Regularly evaluate the risks associated with the portfolio, including market risk, credit risk, liquidity risk, and operational risk. Use quantitative models and qualitative assessments to gauge risk levels.
• Implement strategies to mitigate identified risks, such as diversifying holdings, using hedging techniques, or adjusting asset allocation based on changing risk profiles.
• Prepare detailed reports for stakeholders that summarize portfolio performance, asset allocation, and any changes made. Clear communication ensures transparency and builds trust.
• Participate in or lead meetings to discuss portfolio performance, strategy, and market outlook with key stakeholders, facilitating informed decision-making.
• Use insights gained from performance monitoring and market analysis to refine investment strategies and decision-making processes.
